Prescription drugs are the fastest-growing part of the nation's health care expense. Few other issues touch more lives than the cost of medicine. To the joy of the insatiable greed of pharmaceutical manufacturers, pharmacy bills have become a significant budget item for most U.S. families. For many of the 37% of Americans without prescription coverage, the problem is critical, and due to heavy lobbying efforts by the pharmaceutical manufacturers, NO viable solution is in sight.

As most Americans are learning first hand, the new Medicare prescription drug benefit is a government payoff to the pharmaceutical industry.  It is a terrible program that has more to do with increasing the profits of the world's most profitable industry than it does with helping U.S. seniors. The new Medicare prescription drug benefit will force many generations not yet born into substantial debt.

Seniors are 12% of the population but use 37% of prescription drugs. Skyrocketing prescription drug costs remain a serious problem for a third of America's elderly without prescription coverage -- those who must choose between buying medicine or food take their medications every other day to make them last longer or just skip their medications altogether.

Some elderly patients in states bordering on Canada or Mexico band together to charter and cross the border where they can buy their prescription drugs for less money. Even the insured are not insulated from rising costs because many insurers have increased the co-pay. Researchers at Brandeis University report that prescription drug costs for insured individuals rose 29% annually between 1996 and 1999.

Democratic staff of the House Government Reform Committee led by Rep. Henry Waxman (representing Los Angeles), the ranking member on the House Government Reform and Oversight Committee, examined prescription prices charged to seniors in more than 50 congressional districts. The resulting studies confirmed a clear pattern of price discrimination by the pharmaceutical industry. Older Americans pay, on average, almost twice as much as the drug companies' favored customers--large insurance companies and HMOs -- for the medications most frequently prescribed for seniors.

And retail prices are growing ever larger:

• In 1993, the average price for a generic drug was $17.50. In 1998, it was $19.00
• In 1993, the average price for a brand name drug was about $38.00. In 1998, it was $58.00.
• In 1998. the average price per prescription was $37.38, up about 40% from 1993.

Relatively few people pay retail rates. Most Americans have healthcare insurance and their insurers negotiate discounts with the drug manufacturers. In the New York Times, July 9, 2000, Sheryl Gay Stolberg wrote, "The size of these discounts…is a well kept secret. The drug makers would like to keep it that way, which is one reason they are working hard to defeat any legislation that would put the government in charge of running a benefits plan.

Why should YOU pay full price? No one else does!

Manufacturers of patented drugs are paying tens of millions of dollars to manufacturers of generic drugs to keep much less expensive products off the market. Thus, the drug companies will split the profits by maintaining a monopoly at the consumer's expense. As an example, in a July 26, New York Times article written by Sheryl Gay Stolberg and Jeff Gerth, they reported that Hoechst Marion Roussel -- the maker of drugs to treat hypertension and angina -- agreed in 1997 to pay Andrx Pharmaceuticals millions of dollars to delay bringing its generic alternative to market. 

The median profit for pharmaceutical companies in 2003 was 18.5%. It was 4.4% for all other industries. Although sales have doubled since 1993, and are expected to double again by 2004, R&D budgets have increased from $17 billion in 1997 to $19 billion in 1999.  The industry spends as much on marketing as it does for research and development. They cite soaring R&D costs, yet the National Institute for Health Care Management report shows that the amount spent on prescription drug advertising is growing at a faster percentage rate than that spent on R&D.
